French Ward

What's with the yellow circle with enemies coming after me now in the French Ward? This is getting tedious because sometimes it takes me ages to get to where I need to go because it keeps on turning off my waypoint and I have to keep on speeding anywhere to shoot the mobsters' tires and to lose them. Then about 20 seconds later another group are after me over and over again until I leave the French Ward. There's a mission in the French Ward and every time I go to the location the mission vanishes off the map and it shows again when I leave the French Ward. Then when I go back the mission vanishes again along with more enemies always coming after me. Another thing, it's BS that when I shoot back the cops are always only after me when the enemy start it. I'm minding my own business and then I get chased and shot at, my tires get blown out and I end-up with the cops after me as well.

When you start activity in a district, the longer you wait to finish it, the more those enemies in that district will attack you randomly. If you truly want freedom, you need to at minimum finish the first District and get Cassandra in charge of the whole district. Then don't start any other missions.

Thanks. Sooner after I posted my other message I realised with what was happening was part of the mission. It also glitched out because the man that I got down, twice in a row it never let me kill him. Then I went to exit the game a load again and then the mission worked. I remember having to exit my game before to refresh it because it never let me pick anything up. After loading again back then I could pick things up again.
