Triggering Lil Ernie Mission

Im upgrading Sammy's Bar now and I see that some people are having trouble triggering Lil Ernie's mission so that you can upgrade to the live band.

It looks like it should trigger once you have upgraded everything fully? Some players have done that and it doesnt open up the mission. A couple of people incredibly replayed the whole game and finally got it to open the 2nd time. Some talk like it screws it up if you upgrade too fast.

Wondering if anyone out there knows what to do so that you dont risk not triggering the mission. Id like to complete the bar.
