However, there is a workaround with borderless gaming - an issue will be if you alt+tab it out of the position (then the top window will appear again), so you have to reapply it in the borderless window and alt+tab it back. Confusing, I know.
I'm not saying that this should not be brought up though. Borderless window should have been there day1. Its exclusion is inexcusable.
Borderless window thing is kinda strange to not include in a game that uses DX11. If it had borderless window than 144hz would probably work considering the game can run in 144 in windowed.
If you're hardpresssed to play natively @ 144 refresh (in fullscreen) check this thread.

There is an app that you can use to disable lower refresh rates effectively forcing 144hz.
Fix: Right-click on the mafia3.exe and go to properties. Go to the compatibilityoption and check "Disable fullscreen optimization" and hit apply.
