How to disable auto language select?

Hello, how do i disable auto language select? Each time i restart steam, game selects russian language by it self. Its really annoying.

i have set my language to English for Screenshots, and this stays. Steam is german and German is auto Language too.

Maybe because i have Steam installed outside of the protected Windows folders on D:
So steam can save the Configuration without Admin rights inside the Installation folders

Same here, on D, where can i find game config file? Il check if its not read only by any chance.

Yes 4 times now. Each time i restart my computer, languge changes back to Russian.
