both saw and screwdriver are ALWAYS in roscoes house in one of the cliftons missions. Thats also the only palce to get the saw if I am not mistaken.

i found the screw driver in the first city mission its hidden in plain sight i will not spoil it too much. the saw yep as long as you have the screw driver and skill.

Im not sure if Im right, but I think it was 2nd mission for the Old Trapper. It was main objective to find it.
