Stuck at level 10?

Camp level 10, character level 10. On the camp menu, I cant seem to level it up. It says finish kovac's challenges. I have finished 2 quests from the speaker and all the quests from him inside the bunker. The only quest I havent touched was which it is indicated that its for when your level 30. So I which and where is the quest that i need to finish so I can go past level 10?

I can't get passed level 10. Kovac challenges

I don't get it, I seem to be stuck at level 10. Everything is maxxed that I built in my camp, no real upgrades to bug, just be wasting my XP. Is there a bug with Kovac's challenges at level 10? Or please give me a hint at what I have to finish. Thanks!

UPDATE: OMG! really.. This game really needs a quest log! Stats logging etc. Thank you for pointing me here. :)

Read the spoiler, black, tagged posts. There is no requirement to complete quests from the NPCs.

Ya that's fine, but if you missed that part of the mission you have no idea of knowing. It says to complete Kovac's challenges. Well that what people are trying to do. I maxxed out all challenges and was running around re-doing missions to see if I missed something. Anyway. Now I'm level 12. So all is good.

I finally found it OMG i really need an manual for the whole game :D

There is a MANUAL in the game! Just need to read it!!! But live action manual is me, ask anything, I can help you in everything. How to get materials really fast, XP really fast, or anything really fast, so game not be repetative, if you use some trick and brain. Except if the zombies eats you and your brain XD
