Can't Use Restoration Potion

I'm level 33 and I still can't use the restoration potion. They appear with a "No" symbol covering them in my equipment bar. What do I have to do to be able to unlock them?

if it is the potion that i think it is, you can only use it when you're downed, it revives you (full health ? - helpful when you're alone / far from others)

That is correct, only can be used when you are knocked down. However it only restores a partial health bar.
