Apologies for the delay and sorry to hear that you are getting this error code when launching the game.
Should you still encounter this issue, could you please try these steps?
!. Delete the Download Cache on Steam. That can help with certain issues.
https://help.steampowered.com/en/faqs/view/6AD7-820D-8BE5-E51F
2. Make sure Steam and Ubisoft are completely closed via task manager. Once that is done, please go to the installation location of the folder which in default is under the following path:
C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\
3. Delete the following Folders: "cache" "crash" "logs" and "shareplay". Additionally, when you scroll down, there should be a txt file named "version.txt" Delete that one as well.
PLEASE NOTE: Make sure you keep note of your login details for both Ubisoft and Steam as you get asked to log in again once clearing the caches.
4. Make sure both Steam and Ubisoft are still closed. Then type "Run" in the windows search bar in the bottom left corner, open it and type %programdata%. Once there, Delete the Ubisoft Folder.
5. Type %Appdata% (same way as mentioned in step 4) then > click local > and delete the Ubisoft folder there. Open the temp folder and delete everything in it (please make sure that if certain files cannot be deleted, leave them in there) and close the window
6. Type "Settings" in the search bar, then click on "System" > "Storage" and click on temporary files. And remove the files in there (if you do not wish to remove files such as download make sure it's unticked)
7. Restart your PC and login to Steam. Once logged in, try to repair your storage folder as this can also help to resolve certain issues with game files that are damaged, missing or corrupted. On the Steam client, click on Settings >> Storage >> click on the 3 dots on the top right >> Repair Folder
8. At last, verify your game files:

Once you start the game over Steam, it should open Ubisoft Connect, and it will then look for patches and download the latest patch and recreate the folders you removed from Step 3.
