Sorry to hear it that you cannot play Rainbow Six Siege due to achievements not synchronising.
What achievements fail to sync? Are you using cross-progression feature and have some achievements unlocked on a different platform or you are not getting Steam achievements for completed tasks?

A few months ago I uninstalled rainbox six siege because it was taking up a lot of space on my beautiful computer toaster, I recently reinstalled it. I open it and there are times when the loading screen gets stuck optimizing the shaders (when that happens, I have to close it from the task manager) and the times when the loading of the shader optimization finishes, I get the "failed to synchronize achievements" message
Answering your question that I am using the cross progression function. The truth is that I don't know, I don't know how it works and I don't know how to deactivate it if I have it activated.
I have the achievements, from what I saw, in my ubisoft connect account. A friend told me to try disabling the "Enable cloud sync for supported games" option. but it didn't work

Cross-progression is enabled by default and it's automatic, meaning you cannot turn it off.
Rainbow Six Siege, will sync your progress on every platform, linked to the same Ubisoft account.
As a online game, this is required.
Cloud sync in Ubisoft Connect is an additional feature, for games that normally can save progress to your local storage only.
The shader optimization should not be related to the progress and achievement sync, but it may mean there are connectivity issues in general.
