This message means the Ubisoft account that is currently linked to your Steam account does not have the game you're trying to launch activated on it. You must have linked it to a different Ubisoft account at some point.
You will need to re-link the original account where the game was activated in the first place.

Thank you for your update and for confirming this. While you are awaiting for a response in a case can I check that you have Ubisoft Connect launched and are logged into the same Ubisoft account as before not just the same Steam account?
