sorry to hear that the requirement does not update for you when you win the matches.
Would you mind providing us an image of the challenge you are referring to (just to get a better overview on the issue).
As this may be able to relate to a cache / synchronization issue, could you try these steps for me to see if these may help?
1. Close Ubisoft Connect completely from the Taskmanager and first, make sure that the launcher and the game are whitelisted within your Antivirus / Firewall, to avoid any conflicts when the client is trying to connect to the servers:
Add an exclusion to Windows Security
-Select Start, then open Settings, under Privacy & security, select Virus & threat protection
Under Virus & threat protection settings, select Manage settings, and then under -Exclusions, select Add or remove exclusions
-Add exclusions for both Ubisoft Connect and Rainbow Six: Siege
2. Delete the Download Cache on Steam. That can help with certain issues.

PLEASE NOTE: Make sure you keep note of your login details for Steam, as you get asked to log in again once clearing the cache.
3. Type "Settings" in the search bar, then click on "System" > "Storage" and click on temporary files. And remove the files in there (if you do not wish to remove files such as download, make sure it's unticked)
4. Restart your PC and login to Steam. Once logged in, try to repair your storage folder as this can also help to resolve certain issues with game files that are damaged, missing or corrupted. On the Steam client, click on Settings >> Storage >> click on the 3 dots on the top right >> Repair Folder

i have tried the rekommendations you suggested but it dont work
I'm sorry to hear those suggestions did not help.
Can you confirm if you have won 5 quick matches or standard matches? Have you also kept playing to win more matches then tried again?
