I have found a solution to this problem. I changed the Internet connection to the mobile Internet and logged into the Ubisoft system. Then I switched to wi-fi and everything worked.

please help me i go on my hotspot it lets me sign in to ubisoft but no matter what says im offline if i try turn on my wifi and leave the hotspot its still says im offline

Should you by any chance encounter the Dolphin-28 error again, (which is related to the game not being able to connect to the UC services) please create a new thread here on Steam, so we can look into this further for you.
