Bought Operator Edition while owning Standard Edition but didn't get my operators

I was trying to upgrade my standard edition of siege to the operator edition but when I log in I didn't get the y1-y8 operators. Steam now says I own both the operator edition and standard but there is no separate version in my library to open. I've tried logging out of Uplay reinstalling and creating a new uplay account but nothing works. Steam also won't let me refund the operator edition because I had more than 2 hours in standard edition. Is there any way to fix this?

same for me, had the standard edition that i bought in 2017, bought the operators edition this sunday 24/03, didnt get the operators nor can i refund this other edition of the game because its counting its hours.
