Can you check the troubleshooting guide[ubi.li] for me? In particular from the guide, please make sure you are running Steam, Ubisoft Connect, and Siege with administrator rights, you've verified the game files, you've got your graphics drivers and Windows install fully updated, and you've (at least temporarily, for testing) deactivated all background programs.
I'm confident this will allow you to fully update the game, but let me know if this still happens. In that case, it'd be useful to know when you are seeing this updating message - is it when you start up the game, or during an in-game activity?
