i am having the same issue, also win 7, my erroe is "the procedure to entry point CreateDXGIFactory2 could not be located in the dynamic link library dxgi.dll"

Simply delete UPC.EXE and rename UPC.EXE.OLD into UPC.EXE.
It helped me, maybe it will help you?
We no longer support the Windows 7 OS with Ubisoft Connect, after Microsoft stopped supporting their operating system last year.
This means you may be able to launch some of our games on the Ubisoft Connect launcher whilst using this older OS, but we can not guarantee every game will be playable, as we no longer officially support it for security reasons and updates to the launcher will no longer be delivered.
Apologies for any disappointment caused by this update, we can only advise you upgrade your OS when you are able to, if this causes issue with your games.
