Is this problem caused by ubisoft?
When did you first notice the game lowered your FPS amount? Can you remember if it was after a certain Year or Season update?
There could be a number of reasons why you might be experiencing performance issues with the game, that can be related to hardware, software, Windows settings, GPU settings, in-game settings, connectivity or the game itself.

Should these steps not resolve this issue for you, please let us know as there may be a few other things we can advise that may help you.

As noted above, we are aware of issues with the Ubisoft Connect overlay impacting player's in-game performance.
If you haven't already done so, could you please disable the Ubisoft Connect[support.ubisoft.com] overlay? As this should help in the meantime.

May we please know your PC specs too (GPU, CPU, RAM, OS, Laptop / Desktop) and does this happen in both DirectX and Vulkan?
