Can't connect to Rainbow Six server

Hello, i was wondering what cause the problem when i try to connect to R6.. Uplay was fine but when i log in the game, it can't connect to the server, i still manage to enter the menu but without connection to the server. this is the first time i've had this connectivity issue.

The error code is 3-0x0001000b

I've tried a few fixes from the Ubi Support and some people that have the same issue, turns out i still cant connect, I play in SEA server and tried changing the Region to East Asia but still not work. DNS Changed to 8.8.8.8 or 8.8.4.4, still doesn't work.

I've already tested to any other game like BFV,War Thunder etc. it is fine

Unfortunately i didn't use any wifi router, i'm currently using my phone as internet source to my pc (by using USB Tether), and i was wondering if it was my phone connection problem and i didn't found any issue.

I wanna see if you guys can help me with this issue, thx.

After i made this thread, i can connect to the server LOL. But i still wanna know what is the issue to avoid the same problem that i have, maybe the server load? or else maybe??

Currently i have no issue to log in the game, but i'm afraid it happen again sometime.. i wonder if the issue came from the SEA server itself or my internet?? it's like happen only for certain time and i can log back in after few hours or even days
