Can't buy currency packs
I'd like to purchase currency packs but after I tick the boxes to confirm the terms of the purchase, the overlay tells me that the steam store is unavailable.

I don't mind waiting, but I wanted to buy the new rainbow packs. They're a timed exclusive that'll probably be removed with the next update. The update will probably fix the issue, but that won't help me out.

In the meantime, short of installing the game on another PC, I've tried quite a few steps to try an remedy the issue to no avail. I tried verifying game cache, I tried to add funds to my steam wallet, re-linked my payment methods to steam. I tried to even set the game to windowed mode whilst trying to make a purchase on the Ubisoft overlay.

I've been waiting since April 1st. I have the exact same problem. I've sent a ticket to ubisoft support 6 days ago and still haven't gotten a reply. I've tried installing r6 on another computer and that also didn't work. The only thing I haven't tried to changing my steam store wallet to another country and using another currency to purchase r6 credits. I hope this gets fixed soon. I really want to buy these rainbow packs.

Every time I try to click to purchase I also receive an email from ubisoft saying that they prevented "suspicious fraud activity" on my account. Apparently their fraud detection mechanism is broke and thats why we all have problem.

Yep, i'm getting that too. I hope they fix it before the Rainbow packs leave the game

So the packs will leave the game in a little over 6 hours, and the issue is still not resolved... great support Ubisoft.
