Just to confirm, shows a Lock next to the Credits and Store or it shows them as unavailable?

And to add, this problem has been like this for months. Atleast 2 months or so it's been like this.
We are aware of this issue and it's something that the team have been investigating. Just to confirm, you made some purchases before, have you made any chargebacks on the account? This is something that can potentially cause issues with the Store and purchases.

This would allow the team to look into it from our side, but as mentioned you may just need to wait for this to be resolved.

Step 1:
Please clear the Steam Cache: https://support.ubisoft.com/en-US/Article/000061966

In order to verify the integrity of the game cache in Uplay, we recommend running the program as administrator.
1. Completely exit Uplay.
2. Right-click on the shortcut which you use to launch Uplay.
3. Select "Run as Administrator".
4. Launch Uplay again and continue to the section of this article titled "Verify integrity of game cache".
Verify integrity of game cache
1. Launch Uplay.
2. Select the Games tab at the top of the window.
3. Click on the game tile within your games library.
4. Select "Properties".
5. Under "Local Files", choose the "Verify Files" tab.
6. Uplay will verify the game's files. This process may take several minutes.
7. Once the process is completed, the Verifying game files Window will display a notification.
Important: One or more files may fail to verify. This is normal for most Uplay games. The files that fail to verify are local configuration files that should not be replaced as part of this process. You can safely ignore this message.
Warning: Do not run the verification process while performing other system-intensive processes, such as defragmenting your hard drive or scanning for viruses. Do not run this process for multiple games at the same time.
Step 3:
Navigate to the following directory:
C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache\ownership
Delete all files located in this folder. It will regenerate.
Step 4
Please do exactly as I say.
Sign out of Uplay. Sign out of Steam. Sign out, THEN close. Close entirely. Not minimize to desktop, close the programs. Right-click on the programs and end them.
Then you have to run both as an Admin, then log in to both.
