Sorry to hear your refresh rate keeps dropping.
You may need to delete the game settings.ini file, you can find this here: C:\Users<user>\Documents\My Games\Rainbow Six - Siege<UplayID>\GameSettings.ini
Once you relaunch the game it will automatically create a new .ini file.
Although you may wish to verify your game files on Steam after deleting the .ini file / before launching the game.
You can do this by:
-Right clicking on the game in your library
-Selecting Properties
-Select Local files
-Select verify integrity of game files

It fixed it for the first time, then next time i opened the game, and the time after had the issue again : / Any other possible fixes? I did every step
edit: Just found out that disabling FreeSync fixed it, but this issue seems to only happen on Rainbow 6. Could it be a FreeSync support issue?
There's been some reports of issues with Freesync, so I believe it doesn't work with the game at the moment.
