I have found out how to fix this problem if an antivirus program is not causing the issue. All you have to do is go to your Steam file in your x86 file in the C: drive. When you are at the Steam folder simply right click it and then go to properties. Go to the security tab and then go to Edit... and then Add.. Here you are going to add the "Everyone" user. When you hit Add... you are then going to go to the Advanced... on the "Select User or Groups" box. After you have hit advanced you are going to see a "Find Now" button click it. It will then show a list of users. Find the "Everyone" User and double click on it. Then after you have added it you are going to go ahead set Full Control for that User. After you have done this you should be able to access the folder. This worked for me when I was getting the error in Rainbow Six.

I'm on the latest Insider build 18323 and have the same issue, though it is not due to antivirus, instead due to the insider build.
I found that PubG had the same issue with BattlEye and a patch that just came out for it fixed the issue it had... I renamed the BEService_x64.exe under the siege\BattlEye folder, and copied the the BEService_x64.exe from the pubg\BattleEye folder there, and then was able to launch Siege again without the error.
Now Siege works for single player again and custom LAN matches, but once playing online I'm kicked after about 10-15 seconds in game, now due to it saying "Bad service version"...

So I suspect BattlEye is fixed, now Ubisoft just needs to get the updated BattlEye into their updates so won't get the "Bad service version" anymore.

I copied the battleEye file from another game, and it worked. The game run normally, but the server kicked out since the version of the copied battleEye does not match the server version.

Has this BattlEye error finally been fixed? Been waiting about 6+ months now. It's a joke.

Hey Demized, could you try disabling your firewall / antivirus software to see if it is interfering with the games access to the local disc?

Dont forget to re-enable it afterwards.

Same problem here. Disabling antivirus and firewall doesn't help. I tried lunching game as admin and changing folder access rights etc. Still not working.
