I can tell you that this worked for me and I was able to finally buy in-game content.
All I did was, unlink Steam+Uplay -> purchased in-game content -> linked both accounts again.
I suspect there's some sort of conflict between platforms that makes it impossible to buy in-game content.
In Account Information, scroll down and unlink the Steam app. After that you'll be able to buy the currency pack in game without an issue.
Just make sure you re-link both accounts once your purchase is done!
