For your first question / issue. Is it Discord that stops working or the in-game chat? Could you try complete the steps in the Discord Support page {ENLACE ELIMINADO}here.
For your second issue, could you make sure that you have in-game overlays enabled? You can access that by going to the 'Settings menu' (3 horizontal lines in the top left of Uplay). Then go to 'Settings' and make sure that it's ticked.

Possibly, but I wouldn't want people to stop using it. I've not noticed any issues with it in Siege personally, but if it's causing a lot of problems within the game, it's probably better off disabling the overlay for it.

it worked for me in r6 (Frame 1 mode under V-Sync)
1. New overlay made the game stutter when opened
2. Loading Challenges took much longer
3. You taken back to Core Challenges instead of Weekly, then again consuming more time
