*if your other screen is below 144 hz
That should work, otherwise just make sure desktop is set to 144hz.
It works fine if your other screen is 60hz.

As mentioned above, if your Desktop FPS also set to 144hz?
Could you please also try setting the refresh rate by going into the game's config file?
This can be located by going to; C:\Users\Documents\My Games\Rainbow Six - Siege\GameSettings.ini.
Scrolling down to Display Settings will show an option for ;Refresh Rate.
This will likely be set to => 0 will let DirectX pick it, but please try changing this to => 144 and let us know if there's any change.
