Issues with screen tearing and refresh rate.
Gonna start off by putting what I'm running siege on:

i7 Intel Core and a 1060 Nvidia Geforce (3 GB) on a 75hz ASUS monitor.

Recently been getting this issue, a little bit before grim sky, where I noticed some screen tearing and FPS drop, lowered a few settings and nothing changed, not wanting to use V-sync out of knowing it can cause slight input delay, I finally tried it, however it fixed most of the tearing, it still happens and with it on, my fps seems to slow down further on certain maps. However, the screen tearing with out it was god awful so i stuck with it. When messing around with some more settings I noticed I was somehow in fullscreen when I usually play borderless as it's easier to tab out and when I went to change to borderless, it lowered my refresh rate to 60 and wouldn't let me set it back to 75 unless I was in fullscreen Obviously, something is going on but I can't figure out what. The resolution is set to my monitor's and my monitor is set to 75hz. If anyone knows the possible issue I'd love to know. Can post my settings if needed.

Try making you graphical settings higher, this will lower your fps withought v-sync enabled, thats really all i can suggest. Also, im pretty sure its normal to have your refresh rate set to 75hz when your in fullscreen. This happens to me too.

It sounds like the game settings .ini file might not be getting updated. can you check that the is no firewall/virus protection software preventing the game from writing to "My Documents".

You could also try running Uplay and the game with admin rights,
  1. Right click Uplay.exe
  2. Select properties
  3. Switch to the compatibility tab and tick run this program as an administrator.
  4. Click Apply and then OK

Hi, can you tell me how to check that exactly? tried to admin thing and it seems to help but now I'm still getting random choppy fps when the counter says 80+. Thank you!

Your best bet would be to contact the manufacturer of the software for support with that specifically of you are unsure yourself.
