When in Game, try hitting Alt+Enter to put it into Windowed and then hit it again to go back in Fullscreen.
Try making sure that the Xbox DVR and the Windows game bar has been disabled. Also if you are using any Overlays such as Discord try disabling those.

Oddly, the cursor seems to catch on the edge of the gaming screen as if it's being contained properly, then shifts over to the second screen when the mouse is continued in that direction. I found this by testing in the game's main menu, but came across the problem in a round of t-hunt when Siege minimized itself (because I had clicked on the second screen).
Update:
After a restart of my computer everything seems to be back to normal. Not sure what caused the issue in the first place or fixed it, as I didn't change any settings.

Sorry to hear it.
Does this happen in both DX11 and DX12 modes?
Can you check it, please, if your GPU supports DX12, of course?
Is the game running on the primary or secondary screen?
