Loading screen FPS - PLEASE HELP

Okay, So I have the game on Uplay and it isn't bound to Steam.
Not that it matters, but some people.

I have an issue with my fps in the loading screens and it sounds like it's killing my gpu or something.

I've recently got a new system and in loading screens/map loading screen untill char pick/ban It's showing that my FPS is 999, ingame it's between 150-190 ish.

During these '999FPS' moments my CPU starts...sort of screeching and stops as soon as it goes ingame. It kind of sounds like it's from the HDMI and it sounds like electronics.(It's definetly not the GPU fans)

I've checked if I could change something about it in the GPU settings and nothing seems to work, not even limiting the max fps(it gets a bit less noise but it's more constant as it goes on even when ingame).

Tried new high quality HDMI, made sure everything is grounded and none if it worked.

Turning on Vsync ingame however,does.
Eliminates the noise completely but I'm capped at 60fps as I'm awaiting new monitor.

This game is the only game I've tried that does this, I've been told it's coil whine but if it was this shouldnt it do this on more demanding titles?

What else could I try, because it's very specific to this game and this game is part of the reason I got the damn PC.

I think its supposed to be Coil Whine it can come from ur cpu or gpu when it renders so much fps.
My suggestion would be cap your fps from gamesettings.ini in my Documents/Games/Rainbowsix i suggest if u have high refresh monitor cap it around it or just 200-300 so it doesnt go mental on still images.
