Thank you for contacting us and I am sorry to hear about the issue you're experiencing. I can understand that the error message is something that comes up when trying to launch Uplay PC, but correct me if I'm wrong.
In order to resolve this, try power cycling your router. You'd want to turn it off, unplug it, wait a minute, then plug it back in and turn it on again. Additionally, try emptying the cache of Uplay PC as per following FAQ[support.ubi.com] and make sure that Uplay isn't blocked by any Firewall or Antivirus software you're using.

Clearing the cache worked for me! :D
Glad those steps are helping, although obviously a pain that you need to clear the cache each time.

A ubisoft service is currently unavailable. Please try again later.
1. Reset Winsock (works for all Windows users):
a) Open CMD as admin.
b) Type netsh int ip reset ipreset.txt and press Enter.
c) Type netsh winsock reset and press Enter.
d) Type netsh int ip reset and press Enter.
e) Restart your computer.
2. Network Reset (<- only for Windows 10 users):
a) Click on the Windows symbol on the bottom left of the screen.
b) Click on the Gear to access the Settings.
c) Click on "Network & Internet".
d) Click on "Network Reset".
3. Disable IPv6
1. Right-click the network icon in the bottom right corner of your desktop, and click "Open Network and Internet Settings"
2. In the middle of the window that appears, click "Change Adapter Options"
3. Next, right click on the network adapter you are looking to change and then select Properties.
4. Now, uncheck the box for Internet Protocol Version (TCP/IPv6) and then click OK.

Legit, reset my cache and it still didn't work, so I thought why not try this and well, it worked.
It's currently the 27/10 and I changed the date back to 24/10 and it launched without an issue, maybe because I had played Siege on that day and it lines up with the old cache files?
BUT with the date set differently I wasn't able to join my friends, and they couldn't join me. So I changed the date back to normal and everything worked fine again.
Steps I took were:
1. Receiving error "A Ubisoft service is currently unavailable." when trying to launch R6 Siege
2. Changed the date back a few days
3. Launched Siege, now can't join or invite friends, probably can't join a game
4. Closed it and changed the date back to normal
5. Launched Siege again with no issue and played as normal
Who knows, but changing the date does work.

this is one way to solve the problem, be sure that use a proxy server is Off but if it is off already then you should find another way but this one solve my problem
