how do you counter him? i tried using cav like you would to counter jackal but still got tracked

Its double edge sword you can also see him.

Sit on a Mute Jammer. Then watch him waste it on your allies instead. Or help your allies that stick in the objective. Place jammers there.

mute jammers stop it, vigils immune if he uses ability, whatever freezy guys name is stops it too if someone steps in it i think

He can find you if you aren't on one, but once you pass and stand on a mute jammer you disappear from his tracking. But once you leave, if the gadget is still activated, it'll return to you.
