You can change this to run GPU by default by going into Nvidia's control panel and finding the "Set PhysX Configuration" and make it select GPU rather than auto select.
Process is likely similar if you have an AMD
i am able to run between 50-65 fps on siege but i also run csgo at 250fps csgo is not a demanding game like siege
And i only have a gtx 460 768mb version because my 760 2gb decided it ad had enough and just out of warranty. I've just got the graphics on low and my resolution set at 1680-1050
I've experienced this myself. Lag at the start of a round, ALT-TAB out of the game and go back and buttery smooth FPS. But it doesn't happen all the time.
Any source game will run on a dead cat in a box (even an old Intel HD graphics chip can play CSGO/L4D2 at 720p med/high details with 60fps. While this isn't BF4, it looks as good to me as most COD games like MW3, Black Ops, and Ghosts. It certainly looks better to me than the very very dated graphics of CSGO where even crouching looks somewhat awkward to this day.
This is actually the same solution as the alt-tab trick people have been mentioning. In essence, it 'frees up' the gpu and makes it remember to go full bore in the active application, rather than getting stuck on a background app.
tl;dr - remove any 3rd party overclocking or tuning tools as they may be hindering more than helping.
Looks like it's the the same thing with me.
I've been successfully and smoothly played closed and open beta. The framerate was high on ultra and everything was excellent, smooth and enjoyable.
But I've bought the full game now and fps is much much lower then in the betas. And in some cases it drops extremely low and it makes hard to play overall.
I'll try to [ctrl]+[alt]+[del] or [alt]+[tab] trick later, don't know if it helps...

cs go doesn't look better than rainbow six siege, cs go is the best optimized fps game for pc, you can run it with 256 mb graphicscard, 140 fps in cs go is nothing
i can run rss on meduim-high with a r9 270x, 8gb ram, i3-4160
