I still think the game should keep the intense damage model, but a pistol shouldn't be as powerful as a sniper. I would say keep keep the intense damage model.
Keep some weapons as 1 shot kills, stuff like the OTS, the 417, and some assault rifles.
Most weapons should be a 2 shot so you actually NEED acuracy(it is hard to randomly get 2 headshots in a row). Maybe some high rof guns (p90) should be 3 shot headshots.
Also, I would sill want a sheild. They will still protect others.
Yes I know it is better at range but there is little diffrence between the weapons if you get a headshot the first time.
For the first shot, the only thing the benefit the 417 has is the ability to equip an acog. I can honestly use an SMG-11 with an acog and burst fire it in place of a 417. I do this on smoke as his primary weapons don't have acogs.
