how does this work? what decides wether an enemy is downed or killed?

When all your health goes to zero you are downed. If the final blow was a headshot, you are killed without the process of being downed.

Except it's possible to just be outright killed with body shots without getting downed first.

Yes, that is overkill and occurs often with shotguns when you deal over 100 damage in a single shot.

anyone know where i can find an offical link explainging this? having an argument with some friends right now. i thought it was a headshot is instant kill. if you dont get a headshot the enemy is downed.

That is correct. Any weapons headshot is lethal, no matter the distance. If you do 100 damage to the body he is downed. As far as being downed goes I think getting shot a single time when down is lethal.
