Honestly, though... quite a few special forces have civilian clothing. It's the same in my country if they're undercover and will show up at a scene at a moments notice in civilian atire should the need arise.
Wasn't aware. But I'm curious where you live that you see CTU agents frequently enough to know this...
I understand they'd use civi close to go undercover, but when they go into a situation like the ones in this game, I'd expect them to be suited up.

There are a lot of images documenting the GSG9 in jeans and other civilian clothing. Of course, they also have their full-on high-speed low-drag uniforms when they need it, but it's not uncommon to see them respond to a situation quickly, in whatever they were wearing. Hell, Adidas is even the official manufacturer of the combat boots designed for them.
Tell me how that's not bad ass.

The GSG9 is from the federal police and they show up in uniform in almost every case. They are specially trained for counter terrorism in- and outside of Germany.
So technically it is more the SEK in the game :D
But the civilian clothes are typically for the SEK and that gives the german operators the special look matching to their country. I think thats why they dressed so casually in the game :)
Just for everyone who wants to know :P
