They did do some fixes to make spawn-peaking less prevalent. But it won't remove it completely. Best way to counter it is to always assume spawn-peaking and move accordingly. In drone phase, place drones in common spawn-peak areas to see if someone is going for a spawn-peak. Once that is done, usually it isn't as bad of thing.
I would think many players who been around a while consider spawn-peaking a part of the game and don't think Ubisoft would change it due to the backlash It would cause... Then again they totally ruined Quick-match by "improving" things no one asked for, so who knows XD
Don't contest a spawn peaker unless you have to do so. many times you can figure out an angle to make it safer, or find alternative routes that makes the spawn peak less efficient or not useful. Its a lot easier to work around if you expect spawn peaking every time. I personally haven't encountered that much spawn-peaking as of late and I don't think the new scopes has made this more common than it already is.
People who usually spawn peak will spawn peak regardless of scope, and those who doesn't typically peak, I don't think starts to do it significantly more either.
