Tachanka was more of a meme than a viable operator in his previous state. In a game where one shot means death, it didn't really make sense to have an operator who's ability forced him to stand still.
His new kit allows him to be more versatile in where he plays, and his new gadget allows him to be mobile while also providing utility that's beneficial to his team in the form of entry denial/delay.
