I honestly don't know. What are some aspects about the map that you enjoyed?
Obviously, with all the new operators(since Bartlett was removed) - IF Bartlett U was to return it would have to be redesigned.
I've been playing R6S since full PC release back in 2015 and coming close to 1,400hours in the game(i'm still learning more and more about R6S and maintain a "new comers" mindset) and personally B.U. was one of my favorite maps(next to presidential plane).
I don't see why they couldn't just do a quick fix and block that instakill spawn peak so it can be put back in rotation, they've done small patches like that to other maps before. It makes no sense how maps like Favela and Plane are in rotation but Bartlett isn't.
Favelas still got only 2 instakill spots, but it seems most people forgot about those. One looking at the red ladder spawn, the other looking at the school alley spawn.
Plane don't got those, but it got barely any cover against spawn peeks, to certain degree same applies to the front door spawns in Bank, that has yet to be fixed by just moving a few SWAT vans.
