Since the last patch 2.2.2 Rainbow Six Siege switched the voice service to Vivox and in some countries SIP port are blocked, so for example in Algeria United Arab Emirates, Saudi Arabia, Egypt players are unable to speak or hear anyone in the game.
Ubisoft support suggest to use a VPN to unblock the voice chat
Some ISPs block all SIP-based VoIP traffic, including many ISPs in the Middle East. You might be able to work with your ISP to allow SIP-based traffic, or you may be able to use a VPN to connect to the service.
Even if it's not a better solution because we know that VPN will affect your ping in the game so I came up with a solution to only route the voice traffic over the VPN while still keep playing the game with your normal internet connectionn, see the video bellow.

Ubisoft should've known of this issue long before switching voice services to Vivox. This is just another example of Ubisoft's anti-consumer practices.
