Try verifying the game files in Steam.
1) delete the folder with the long string of numbers and letters under C:\Users\first\OneDrive\Documents\My Games\Rainbow Six - Siege. You can save that folder somewhere else before deleting just in case. The game will recreate a folder and gamesettings.ini whenever it's missing upon game startup. Your settings will be default. I'd probably do this one last if the others don't work.
2) Go to file Explorer and search for Gamesettings.ini at the drive level, say like C:/ and see if it's located on another folder/drive for some reason.
3) Right click the folder where the file is supposed to be and right click properties, see if there's anything in that folder. Perhaps the file is just hidden. Then you'd just go to view then select HIdden. There's also a possibility your explorer is not set to see ini files but I kindof doubt it.
4) Look in your Onedrive folder, for some reason some of my game files are saving there now. You never know with Windows 11.
