You also have to wait for this animation to finish before you can start moving as downed. A small sacrifice for the huge benefit you gain from being invulnerable.
That is why you will see good players stop shooting if they down somebody and wait for the animation to finish before finishing off the downed player. Otherwise you are wasting bullets into the invulnerable player and might be forced into reloading (specially weapons with high fire rate like the Famas of Twitch)

Just helping newer players like you and OP by explaining some of the mechanics in the game. The invulnerability during the downing animation is just something players have had to get used to from launch. It will unlikely be changed in any near future.
