Capitao is a god on that point because once you get in (which is easy if you have Thermite) he can just asphyxiate the stairs and it's GG at that point.
In fact most maps have at least 1 awful point that just sucks, it just seems like the one on Favela gets picked A LOT (in casual I mean).
They call that a "shooting gallery". Flanking oppurtunities are useful options but not solid ones. Attackers can overwatch an entire side of the map with good visibility (only map this can happen) while his teammates push and open up more walls.
