Does this occur on both fullscreen and windowed borderless?

I was watching bractionR6 today and daisylion13 they both encountered this issue.

No matter which way I choose to exit, the cursor is shoved to the corner of the screen. I would try to pull it down but it remains stuck like a magnet keeps dragging it back. There is a way to get out of it. Task managering siege helps but it sure is obnoxious.
My girlfriend has the same problem and if any of yall do as well then hopefully we can grab ubis attention to fix this.
Well my friend is fixing this if he got this bug he is holding esc
happens to me always since new season (so for weeks)
and then go back to you background, believe me, this work
no restarts, no "log in" just ctrl alt supr and go back
For now, as JustSkiddo mentioned, when you exit the game and your mouse cursor stays in the top left corner, try pressing alt and tab to swap back to Steam, then hold the right-click button on the close game button if able to, to prevent you haveing to restart your PC.
