That depends on the monitor itself.
Too many people are buying 144hz and even 240hz monitors with AWFUL displays.
Picture quality should always be priority with top notch color calibration.
Most monitors that support AMD FreeSync also support 72/75hz.
60hz is fine, however once you go 144hz, it is hard to come back and even harder to play other games that don't go above 27/30 frames (with dips below, too), like most old school consoles.
If you only play FPS games on PC and don't care about picture quality, and your budget isn't limited, go with a 144hz. It is smoother and it feels better for competitive games. Otherwise stick to 60hz for now if you plan on playing a broad range of games.
i can notice a minimal difference, feels good though.

Its not necessary, unless you want to be really competitive, but its amazing regardless. Btw your (and mine!...) 1070 will run 100+fps just fine, you dont even need to get 144fps, just something over 90 and it will feel really, really smooth.
It's not "overclocking" because almost every display supports atleast 75hz lol.
