When you are using vpn you have actually two pings summed into one:
1. ping from you to vpn's server
2. from vpn server to game's server/datacenter.

So... 1+2=3 and 3 is higher than 1 and 2 separately.

Depends how bad your wifi connection is, VPN wifi can lower the ping but it's not recommended to use vpn to fix connection issues.

You can. I use VPN when my ping gets ~150ms on normal routing, and 70~80ms using VPN.
