No, you will end up with playing most of the time 2-3 operators on each side. Go to youtube channel iceycat25, look at his videos with profiles of operators and think of which of them fit your playstyle.

Don't ever spend $$$ buying Operator's unless you buy the Season Pass since that one gives Ops for that Year/Season + Free extra Content and Buffs. Operator's can be earn for free so better off spending $$$ on Elite Skins or Year Pass.

Personally I didn't buy the ultimate edition and rather bought them all over time, and I use all of them frequently, so for me it was worth it.
