Aspect Ratio & FOV for 17.3'' Screen
It is hard to see the enemy when playing with 16:9 or 16:10 and 90 FOV because everything is so far. I tried 60 FOV and am unable to see surroundings.

Scope takes up the screen when playing with 4:3.

Is there anyone who plays with 17.3'' screen? What is the best aspect ratio and FOV for the 17.3''?

You should be using aspect ratio of your screen.

Game uses vertical fov which is different from standard horizontal fov, vfov65=90hfov.
On 16:9 screens you should be using 90-100 horizontal fov.
