i think that guy died or something..not sure
his charm is like basically free but costs 1 renown because if they put it free it glitches or something

Yes, it's meant to be 1 renown.
Iceycat25 was his youtube and he commit suicide last year unfortunately. They gave him his charm as a way to respect his content and commemorate him.
