Question about skins

What are the rules for making a skin from the devs?
And what are the rules for making a skin from the community?

I think its a rly interesting topic, because there are many different opinions about it.
As example, Tomb Raider Ash and the catveira elite skin.
The community called that skins "cash grabs", because you see a little bit more skin, but I think that the Tachanka Elite skins was more of a "cash grab" in my opinion.
But I dont think that this kind of skins are bad, because this are skins that the community want and they will spend money on it.
I still dont understand why people get angry about a little bit more skin by female operators, but a topless tachanka is fine?
This game is FSK 16-18 so they maybe could do more stuff and yes FSK does nearly nothing, but its still there for a reason.
Eehh, but thats just my opinion.
