People can come from console, people can be a seasoned fps player and just be half decent at siege. There's a list of things that could explain a low level player doing well, hence why they don't have a "report smurf" button, cause we don't know what's a smurf and what isn't. Like Ubi doesn't want to ban random players for what could be nothing.

It sounds like they are looking at making the main account's mmr apply to all related accounts. The real question is how long would it take to implement this. This sounds completely in the idea phase, which means it could be at least a year or two before it becomes reality.
at least you can still check players' levels with R6Tracker, but guessing, once Ubi realizes R6Tracker exists, they will make Battleye detect it as a cheat, meanwhile cheaters are using 28 different versions of cheat engine with Battleye not detecting it at all.
