Unless its a reflective surface there wont be enough light reflecting to actually blind you so looking away should prevent the blinding effect. With that logic the sun would always blind you even if you were looking away, which it doesnt, im just asking if this is supossed to happen in game or if its just a glitch.
The thing is, it depends on how close you are to the light because the concentration is stronger, thus you will experience light at a higher intensity. But, light scatters, so the further the light source, the less of an intensity. However, mirrors will concentrate this light instead of scattering it, which is why you will take the full intensity of the light.
Location and positioning matters.The sun will not blind you when you look away from it because it is too far, unless you have a mirror or look at the sun directly. If you have ever tried looking at a white (or close enough to white) pavement while the bright sun is out, you will experience a bit of the light's intensity.
So my point still stands, the flash bang is close enough to you that it will still emit a light with a high enough intensity to blind you even if you turn around.
Edit: I forgot one thing, since you will be casting a shadow in front of you there wont be any light directly in front of you so that makes the small amount of light actually reflecting back into your eyes even smaller.

BUT you can still block it if you're hiding behind a solid object, like a pole or a box or something, though you'll still be deaf, which makes flashes dumb because if you just throw it in the middle of a room, most of the times all the walls, shields,boxes, and furniture will just block the flash and the defenders will just be deaf.
its a bit weird, the mechanic like a hybrid, if the flash lands far enough from you you can look away and it wont affect you like in CSGO, but if the flash is close to you it'll just be an AoE
