Being the one who leaves a match
I have done this quite a few times already, Been placed against a Thrower and I leave the match, allowing my team to cancel. Do i lose elo?

If you leave and your team cancels the match, yes, you will be temporarily suspended and will lose elo.

how much elo?

Just guessing but probably 1 match's worth, however much that normally is for you since it varies based on how much ranked you've played overall.

I mean you said you were against a thrower, couldn't you just stomp them if they're throwing and take the free elo?

Unless you either meant "someone who has already thrown a bunch and is now playing seriously" or "the thrower was on my own team", in which case my advices are "just try ur best my d00d" or "report them and then try to 4v5 as best as you can", respectively.

My Match Elo W/L is 80-120, hopefully I never get a match where I have to leave or anything

if it makes you feel better/worse, that'll gradually get lower and lower as you play more (iirc Ubi recently said that the bottom cap is 25?)

just TK them and inform your team to do the same and report them to ubi.

How do you know the person is a thrower before the game even starts? Don't you have to leave before the first round to cancel the match?

Having played with them a match or two ago and dealing with them throwing those matches, most likely.

Hell, I've been re-matched with people weeks after I played with them and recognized them on occasion.
